William was born 4 Nov 1850 in Gregg Twp., Centre Co., Pennsylvania.
His first business venture was in partnership with his two brothers, Edward and Archibald, and was running the Woolen Factory at Potters Mills, Pennsylvania. In 1887 he moved to Spring Mills, Pennsylvania and the "Allison Brothers" purchased the grist mill there. They remodeled it at a cost of $9,000.00, installing modern technologies. William had side businesses selling coal and farm products.
He was fond of horses and had stables with many fine specimens. His house was full every modern convenience and reputed to be quite elegant.
He was one of the leading Republicans in the area and was popular even in staunchly Democratic locales. He served as Judge of Elections in Potters Mills; in 1887-8 he was a member of the Pennsylvania State Legislature.
