William's grandfather, James Irvin, and father, John Irvin, were both farmers in Ireland. His mother, Mary McClelland, was from Lancaster Co., Pennsylvania.

He was educated in the district schools. In 1858-9 he was in the mercantile business in Jacksonville, Pennsylvania. At that point he sold his half of the store to his partner and took up farming in Benner Twp.

He served as Township Auditor, Director of the School Board and Overseer of the Poor. He was a member of the Lick Run Presbyterian Church and a strong temperance advocate. He was a charter member of the Sons of Temperance Societies.
