Monroe was born 22 Oct 1895 in Greensburg, Westmoreland Co., Pennsylvania. He died 22 Jan 1983. He was buried in Union Cemetery, St. Clairsville, Ohio.
He graduated with a degree in Mining Engineering from Pennsylvania State University and was a veteran of World War I. During the war, he laid out and supervised the first landing strip in Washington, DC.
He worked for the U. S. Bureau of Mines, then left to work as personnel director of the Valley Camp Coal Company. He retired in 1960 and for the next 20 years restored and refinished antique furniture.
Monroe married #14470 Elizabeth Jane Stollar.
