Neil was born 14 Nov 1914 in Liberty Twp., Fairfield Co., Ohio. He died 2 Oct 1991 in Shasta, California.

He was born on the Andregg farm. He graduated from Ohio State University in 1934 with a B.S.degree where he was a member of Phi Delta Kappa, Phi Alpha Theta and Pi Mu Epsilon honorary fraternities. In 1937, he received his Master's degree from Ohio State University. From 1934 to 1940, Neal was a high school science & mathematics instructor. In 1941, he accepted a civilian position with the Air Force as mathematics instructor at the Pre-Flight School at Maxwell Field, Montgomery, Alabama. He spent 11 years with the Air Force as both a civilian and an Army officer. During this time, he was head of the Mathematics Department for three years, and one year was Supervisor of Instruction. After completing a statistical analysis course at Harvard University, Neal was assigned to combat analysis work in the Mariana Islands during World War II where he made the mission reports on the Hiroshima and Nagasaki atomic blasts. After the war he accepted a position as Tests and Measuremennts Specialist at the Air University in Montgomery, Alabama and two years later was appointed Chief of the Evaluation Division of the Educational Advisory Staff. In 1951, Neal received his Doctorate from Michigan State University in Educational Psychology and Mathematics. In 1952, he was awarded the USAF commendation for Meritorious Civilian Service for six years of outstanding performance of duty. That same year, Neal became Educational Advisor to the Commandant, U.S. Military Police School at Fort Gordon, near Augusta, Georgia where he remained for 23 years. During this time, he developed a four-week Instructor Training Course and a 2-week Educational Supervision Course for the training of military police. He also published a number of technical bulletins and research studies which he had presented at professional and psychological meetings. He served as Educational Advisor for 23 different Military Police School Commandants. Although Neal retired in 1979. he c:continued to teach part-time classes in mathematics at Augusta College and DeKaIb College in Augusta, Georgia, where he lived. He also conducted courses in the training af police directors in St. Petersburg, Florida and New Orleans, Louisiana.

Neil married #13918 Vera Opal Maddox.
