Frank was born May 1859 in Indiana, Indiana Co., Pennsylvania. He died 30 Jul 1926 in Indiana, Indiana Co., Pennsylvania. He was buried in Oakland Cemetery, Indiana, Indiana Co., Pennsylvania.

The following is taken from a copy of an obituary in the Indiana Evening Gazette of 22 Jul 1926:

After a two-years' illness, brought on by physical disabilities contracted during the World War, in which he took a notable part in the Engineering Branch of the United States forces, Major Frank Sutton, aged 67 years, passed away in the home of his sister, Mrs. W. Fred Wettling, on North Sixth Street, this morning at 1 o'clock. Death came peacefully, bringing to a quiet close a career of accomplishments that will long enshrine his memory in the hearts and minds of his many friends and associates.

A son of the late Peter and Jane (Mechling) Sutton, the deceased was born and grew to manhood in Indiana. He was graduated from the public school and the Indiana State Normal School. He was later graduated in Civil Engineering from the Pennsylvania Military Institute at Chester, Pa., in 1879, and at the time of his death was a trustee of the institution.

During the time form 1879 to 1886 he was engaged in railroad construction and location. In 1887, he became connected with the United States Geological survey and until the time of the onset of his fatal illness, he was a leading figure in that branch of the government service. He was a topographer until 1905, and geographer since 1906, having the title of Assistant Director of the Service for many years. He was one of three engineers commissioned by President Woodrow Wilson before the World War was declared to form and organize the Engineers for service. He spent a year in France in active charge of the work.

Major Sutton was a member of the American Society of Engineers, Washington Society of Civil Engineers, Geological Society and the Cosmos and Chevy Chase Clubs, Washington. During his service in the World War he was a Major of Engineers successively with the O.R.C. 25th, 29th and 304th Engineers.
