Cecil was born 24 Jan 1889 in Elm Grove, Scotland Co., Missouri. He died 25 Aug 1958 from an auto accident. He was buried in Oaklawn Cemetery, Corvallis, Oregon.

As a young man, he worked on a farm in Oregon, but later returned to Scotland Co., Missouri where he bought a farm. In 1938, he and his family moved to Oroville, California; fifteen years later they moved to Biggs, California.

Cecil married #28931 Allie Blanche Howard.
