Paul was born 9 Apr 1919 in Glenford, Perry Co., Ohio. He died 20 Nov 2011 in Thornville, Perry Co., Ohio from complications of Alzheimer's Disease. He was buried in Highland Cemetery, Glenford, Perry Co., Ohio.

He received both a B.S and an M.S. from Ohio State University. From 1966 to 1977, he was Director of Continuous Education at Ohio University and the Acting Director from 1968 to 1969. He was President of the Ohio Vocational Association, and Treasurer and Viec-President of the National Vocational Agricultural Teachers' Assocation. He taught vocational agriculture at local high schools and was Fairfield County Chairman of the 4-H Advisory Committee and Vice-Chairman of the State 4-H Advisory Committee. From 1983 to 1984, he was State Representative in the Ohio General Assembly. He owns a 200 acre farm near Glenford known as the Wal-Mec Farm, which was originally owned by Peter & Frances Mechling, his grandparents. The farm produces grain, hay and beef cattle.
