Harley was born 14 Jun 1907 in Scotland Co., Missouri. He died 20 Jan 1982 in Montclair, California. He was buried in Pomona Cemetery, Pomona, California.

In 1928, he moved to the Pomona Valley in California with his parents. He was a machinist. He was a very religious man and formed his own small Protestant Church, where he often taught.
