He was an economics professor at the University of Nevada, Las Vegas. He grew up in Tulsa, Oklahoma. He earned a BA in statistics and a Master's in economics from the University of Oklahoma. He earned a PhD in economics at the University of Maryland in 1975 and did postdoctoral study at the University of Washington, Brown University, and the University of Chicago.

He was nearby during the attack on the World Trade Center in 2001.
