Herbert was born in Bronson Twp., Huron Co., Ohio and moved to Marietta, Ohio with his parents in 1917. He graduated from Athens High School and attended Ohio University. In 1937 Herbert graduated from U S Naval Academy, Annapolis, Maryland. He served in the Navy as Ensign through Captain in the Civil Engineering Corps until retirement in 1967. He became a professor at Potomac College, Keyser, West Virginia.
