Dudley was born 9 Mar 1866 in Marion Twp., Centre Co., Pennsylvania.
He was a graduate of the Central State Normal School at Lock Haven, Pennsylvania, Class of 1885.
He worked at various times as a clerk for the Larkin Valley Coal Company in Larkin, Pennsylvania, the L. L. Stearns Store and the General Store of John H. Allen...the latter two in Williamsport, Pennsylvania.
He then became an agent for the Prudential Life Insurance Company and a bookkeeper for the Bitumen Coal Company at Bitumen, Pennsylvania. In 1892 he went to Roaring Branch, Pennsylvania and was employed as a bookkeeper for the Red Run Coal Company for five years, when he was promoted to Superintendent.
