She briefly lived in Hawaii where her father, a naval aviator, was stationed. After the bombing of Pearl Harbor, Hermine and her mother moved to Greenwood. She was graduated from Greenwood High School, attended Mary Baldwin College and completed her undergraduate education the University of Mississippi. While at Ole Miss, she pledged Chi Omega Sorority and married her long time love, Walter Scott Welch, IV. Hermine graduated from Mississippi College School of Law and was a practioner for 26 years.
